A new chapter unfolds in the history of the Bureau of Fire Protection (BFP) with the assumption of office by Fire Director Jesus Piedad Fernandez, a seasoned leader and dedicated public servant.
Born and raised in Solana, Cagayan, Director Fernandez is the sixth of seven children of Domingo Fernandez and Ederlina Maguddayao. From an early age, he demonstrated academic promise—graduating as valedictorian in elementary school and earning academic honors in high school. He pursued a degree in Mechanical Engineering at St. Louis College and, in 1996, placed sixth in the Geodetic Engineer Licensure Examination.
These achievements were attained amid humble beginnings, with his family making ends meet through farming and livestock. This upbringing instilled in him a strong work ethic and resilience, qualities that would later define his career.
In 1992, he joined the Philippine National Police Academy and successfully graduated as part of the distinguished Sandigan Class of 1994. Unfazed by hardship, he embraced the discipline and rigor of cadetship with conviction and purpose.
Director Fernandez entered the Fire Service on April 8, 1994, during the tenure of the third BFP Chief, Senior Superintendent Edgar Gimotea. Early in his career, he served in critical operational roles, including as Chief of Operations for BFP Region 2, and as Fire Marshal of Tuao and Tuguegarao in Cagayan. In 2006, he was appointed Provincial Fire Marshal of Cagayan, and by 2012, he completed his tour of duty in Region 2 as Assistant Regional Director for Administration.
In March 2013, he assumed leadership as Fire Marshal of the Quezon City Fire District in the National Capital Region. Recognizing the demands of the nation’s largest city, he pioneered the concept of a modern, technology-driven fire safety inspection system.
His expertise led him to hold key posts at the BFP National Headquarters, notably as Director for Logistics in 2016 and as Director for Comptrollership in 2017. During this time, he spearheaded the development of the BFP Payslip System and significantly contributed to the deployment of fire stations and equipment throughout the country—achieving an unprecedented 95% fire protection coverage nationwide. As Chairman of the Bids and Awards Committee, he championed efficiency and transparency in procurement processes.
In February 2018, he was appointed Regional Director of Region 4A, where he implemented the region’s first Fire Safety Inspection System—enhancing enforcement and enabling infrastructure development within the regional headquarters. It was during this tenure that he was promoted to the rank of Fire Chief Superintendent on March 3, 2018.
During the COVID-19 pandemic, he served as Chief Directorial Staff at the National Headquarters while concurrently acting as the BFP’s Head Project Implementing Officer. Leveraging his extensive experience in budgeting and procurement, he continued to steer critical programs under challenging conditions.
Upon his assumption as the 27th Chief of the Bureau of Fire Protection on March 27, 2025, Director Fernandez brings with him a clear vision: to advance BFP modernization through digital automation, integrity monitoring, organizational re-engineering, and strategic repositioning.
Behind the uniform is a man of simplicity and faith. He finds renewal in farming, gardening, and spending time with his beloved wife, Mycel, and their family. His career stands as a testament to humility, persistence, and quiet excellence. Through decades of dedicated service, Director Fernandez has laid a strong foundation for the Bureau’s continued success and transformation.
